8. Licensing

The issue of licensing is not the most important on this list, but a fully licensed game would certainly be a step in the right direction for Sports Interactive. As someone who used to be an avid supporter of PES over FIFA, the one thing that eventually caused me to change my mind was the absence of licensing in the former compared to the latter. The new FM would hugely benefit from the addition of full league licensing, giving a much more polished and legitimate feel to the game.
