Bigger isn't always better.
In fact, if the current epidemic of open-world fatigue that's doing the rounds in gaming circles is any indication, the gaming masses would much rather a pinpoint-focused adventure than one with the width of an ocean and the depth of a puddle.
That's not to say that Rockstar couldn't pull off such a feat - if anyone can fill a sandbox with four times the landmass of GTA V with engaging content, it's that talented bunch - but it'll need to justify the existence of all that open space.
The quizzical decision to include the entirety of (a completely empty) New Austin in Red Dead Redemption 2 is not something anyone wants to see repeated, after all.
