Nobody has ever had a problem with GTA V running at 30 frames per second on last, or even current generation hardware. The game still contains one of the best looking and most well realised open worlds money can buy, and the fact that we had to accept slightly less smooth gameplay for it to run on hardware from 2006 and 2013 is understandable.
However with the release of the game on next generation consoles, it feels like Rockstar should finally grant players the smoother experience provided by 60 fps gameplay. While it is still a technical powerhouse, GTA V is now seven year old game, and it would be a damning reflection on the upcoming consoles if they couldn't run the game at a higher frame rate than the previous two generations.
Rockstar wouldn't even have to make it a universal change. Though it may be a struggle to get the game running at a perfect 4K while also running at 60 fps, there is no reason Rockstar should allow players to play the game at a lower resolution with a higher frame rate.
