GTA: San Andreas - 10 Reasons It's Still The Best In The Series

1. Officer Tenpenny

That top notch villain is, of course, Officer Tenpenny and his corrupt CRASH officers. Voiced by the legendary Samuel L. Jackson, Officer Frank Tenpenny is prevalent in the game's narrative from the very beginning, as he attempts to pin the death of a police officer (who was trying to report CRASH's corrupt activities) on Carl when he arrives from Liberty City. Cops don't get much slimier than this guy. Tenpenny's CRASH unit is tasked with stopping the gang problem in San Andreas but he has other ideas. For years, he has been using the gang problems for his own benefit and profit. Throughout the game, CJ is used by the group to eliminate witnesses who could be used to prosecute Tenpenny; this all comes to a head upon CJ's return to Los Santos when Tenpenny is acquitted from his many crimes as all the prosecution's witnesses are either dead or missing. This leads to a series of riots in Los Santos (reminiscent of the real-life Los Angeles Riots), showing the full extent of his corruption over the city. With the help of Samuel L Jackson's superb voice acting, Tenpenny dominates every scene he's in. Grand Theft Auto isn't a series well known for iconic villains (after all, the 'heroes' are pretty much villains themselves) but Tenpenny is definitely an exception. His final moments are a suitable close for the game as his final Training Day-style rant shows just how deluded he actually is - the man still believed he was doing the city a favour. If future Grand Theft Autos were populated by villains on the same level as Officer Tenpenny, the series would benefit massively. Agree? Disagree?
