4. Johannesburg, South Africa
Despite its status as perhaps the most stable and developed country on the African continent, South Africa has a major problem with crime around fifty people are murdered across the nation each day, whilst rates of carjacking, sexual violence and corruption are also high. The private security industry in the country is the largest in the world, with the number of people employed the industry exceeding the combined labour force of both the police and the army. Their prevalence is a direct impact of the countrys high crime rate, which is particularly notable in Johannesburg, the nations largest city that functions as a de facto capital for the global diamond industry, which is effectively monopolised by the somewhat shady De Beers corporation. To make up for the fact that the citys organised crime syndicates arent particular well-known in comparison to their Mafia and Triad counterparts, an interesting twist on the traditional GTA story could use this industry as a centrepiece, focusing on the myriad of unscrupulous individuals that its profitability brings to the table. Much like Australia, South Africa also contains a breathtaking wilderness that could be incorporated as a contrast to the urban setting. The hunting minigame from GTA V could be greatly expanded in such an environment, tasking the player with seeking out the African big five, whilst the vast plains could accommodate all manners of off-road racing and rallying to supplement the core action game experience.
