4. The Spectre

Like Eclipso, The Spectre was the manifest power of God's vengeance (he actually replaced the former when he went evil) and as such comes with an almost unfeasible set of powers, which has made him a most wanted addition to the Injustice roster since the first game came out.

He's kept on a short leash by his boss, The Presence, but his power set is pretty close to the very top of the DC Comics chain. So, including him would also inevitably require some handicapping of his powers, since he's basically omnipotent and him fighting against the likes of Batman and Cheetah is just cruel. He has divine powers, after all.

It would be remarkably interesting to have vastly over-powered characters on the Injustice roster, and it wouldn't make the character list too imbalanced as long as he was creatively limited. And given that they've already done that for Green Lantern (whose powers should be far greater), there's a precedent.
