3. Lucifer Morningstar

There really aren't enough fighting games that allow you to play as the Devil, and he actually exists as a character in the DC Comics Universe.

He's inevitably ridiculously powerful, even after he was cast out of The Kingdom Of Heaven into the Chaosplasm, and his superhuman skill-set and wings would make him a great prospect for a fighting game. Listing those powers entirely would be redundant - they basically include anything and everything you could imagine, and there would inevitably be a focus on his ability to manipulate fire as his special moves.

Okay, so he's a Vertigo character, but if Mortal Kombat characters can be included, they should be allowed in too. And if that opened up the possibility for the Sandman to appear too, that's no bad thing.
