7. Harley Quinn
Whilst Suicide Squad proved it had no idea what to do with Ms. Quinzel, everyone's favourite puddin'-lovin' jester sees NetherRealm pen one of her best roles yet. Campaign-wise we see her denounce and move away from Joker's influence, proving that their relationship has always been toxic from the start.
Play as Harley though, and her animations are a blur of pistol fire, thrown bombs, cartwheel evades and whopping great oversized mallet-slams. She's immediately loveable, and though it can be easy for players to rely on gunfire, they're not quite so spammable as someone like Deadshot's.
Instead, Quinn backs up a remarkably empathetic turn in the story mode with a confident moveset befitting of someone who's started to believe in themselves again.
Topped off by a supermove that sees her unleashing Joker's dogs (Bud & Lou) to maul her foe's face, Harley's Injustice 2 incarnation delivers on all the modern hype around her character, and then some.
