8. Blue Devil
If you looked at this entry and thought "who?" then don't worry - Blue Devil is one of DC's more obscure characters, so it's understandable if you don't recognise him.
This obscurity stems mainly from the fact that the hero is often rather lame, his origin being that he was an actor who was bonded with the make-up he was wearing for a movie, which about sums up why the character is generally so silly.
Yet, the brilliant decision was recently made to turn Blue Devil from his usual level of silliness to the badass hulking warrior you can see in the image above. It is this depiction of the hero would make for an excellent addition to the world of Injustice - his big muscles and large axe being qualities that would make for a fantastic fighter.
I mean, just imagine using that axe to cleave through the likes of the Joker - it would be magical.
