Remember that weapon wheel from GTA V? Yes? Well, do you also remember just how ridiculous it was?
No one wants to play as your average everyday anti-hero who can somehow also level entire city blocks, because it just doesn't make sense. Empower the player, sure, but do it in an intelligent manner, kind of like what Mafia is doing.
At any point roaming the open world, Lincoln can request a shipment of arms from one of his lieutenants, the leader of the Haitian gang, Cassandra. Doing so allows the player to change Lincoln's loadout before heading into a particularly volatile situation, and, depending on their playstyle, enable them to adapt to either a stealthy or gung-ho approach to combat.
