PCInvasion were quick to analyse the PC version of the game, noting that even when it was cranked up to the highest settings, many of the aspects of the open-world were a bit lacking.

The devs have noted that a patch is incoming to unlock the game's frame rate (as it's currently stuck on 30FPS, which is like kryptonite to PC owners), however unless they magically 'turn on' a ton of assets, you can expect quite the contrast between busting city areas, and the overly 'brown and grey' look of the outer rim.

However, it's entirely possible this was intentional, simply for the sake of giving said city areas a solid sense of identity whenever you arrive.
