19. Jacob Taylor
There's nothing terribly wrong with Jacob, he's fully developed, he isn't annoying, but his worst sin is that he's just so boring. A slight charisma vacuum on a ship full of colourful and complex characters leaves him as the most forgettable member of the squad in Mass Effect 2.
Jacob's loyalty mission is also the worst of the bunch. Whereas others provided new shading to companions or exciting missions to play through, Jacob's mission took us on a robot shooting trip on an island in search of his missing father. None of it was particularly engaging stuff.
A Cerberus operative who is with you from the start of Mass Effect 2, you'll stop bringing Jacob on missions before anyone else as you continue to work through your dossiers. You'll also stop talking to him first as it feels like he has less dialogue to experience than any other squad member. Overall, Jacob may just be the most forgettable of all companions in Mass Effect.
