Ashley can rub a lot of people up the wrong way, especially when she's first introduced in ME1. She's fairly overtly xenophobic and judgemental, and although she (sort of) learns to get past that, those first impressions she gives off are never quite forgotten about.

She's pretty snarky with Shepard in ME2 as well (assuming that she survived on Virmire) - so any goodwill she may have had from learning to be more accepting quickly dissipates.

Like Jacob, her backstory compared to others is fairly mundane (the whole "disgraced grandfather" thing was never particularly heartwrenching), and she never really has any shining moments for the player to look back fondly on - although admittedly that's not helped by the fact that she's KO'd for half of the third game.

In combat, she's good with her guns - but if you're looking for memorable characters, then you're looking in the wrong place.
