4. Kano

In Kano's ending, it was revealed he was training up his son to take his place, which would actually be a perfect exit for the character to take.
Kano is another classic Mortal Kombat character who has been included in almost every game in what seems to be an attempt to follow tradition.
Despite that, Kano isn't really a very interesting character in terms of both his moveset and his personality. The only thing that really sets him apart is the fact that he's a bit of a dick to the rest of the roster, and that's not really enough to want him back.
The fact that Kano has a son is the perfect reason to retire him from Mortal Kombat 11. Imagine Kano but with more depth and a mixed-up moveset, and that already sounds much more appealing than just putting one of the weaker characters back in the roster.
