Despite the fact bosses have been a staple in games since almost the dawn of gaming, they aren't universal. Since Pokémon Snap is a photography-themed rail-shooter, you would probably think antagonists wouldn't fit the game's style. However, Pokémon Snap concludes with an encounter with Mew, who serves as the final adversary. If the developers can make a boss battle work in a photography game from 21 years ago, Nintendo can DEFINITELY make it work on a modern console.

It feels like a waste of potential not to throw down with a boss considering the franchise is filled with colossal monsters, psychic clones, and godlike beasts. Characters like Giratina and Arceus are so powerful and epic, it would be anticlimactic if there was no challenge in taking a picture of them.

Of course, the boss doesn't necessarily have to be a Pokémon. Team Rocket or Giovanni could serve as your opponent, either by preventing you from taking pictures or by scaring Pokémon away before you set up a shot. It's a big ask but including bosses would make a great game even better.
