9. Piloswine
In the first two generations of Pokémon, Ice types were a rare species. They were only really available in one area in Kanto, and this was continued in Johto with Ice Path being the only place to catch Pokémon like Swinub and Delibird.
This is because Ice types are one of the only surefire ways to defeat Dragon types with little trouble, so they were made to be rare, and only based near the conclusion of the games. Due to its type advantage against Dragons, Piloswine, the strongest Ice type introduced in generation two, is a must catch.
With the ability to also learn moves like Earthquake and even Hyper Beam, Piloswine had the potential to be a very strong Pokemon. It was also able to learn HM moves such as Rock Smash and Strength which, as the game goes on, is underrated as an attribute to a powerful Pokemon.
The Fairy type had not yet been introduced to the games, and with not only Clair, the Dragon gym leader to face, but also Lance in the Elite Four, having a strong Ice type on the team was key to victory for trainers, and Piloswine checks this box.
