1. Clair
Clair is the worst sore loser of all the gym leaders, but she also represents a real challenge, and has one of the best self contained stories. All that combined with her ethereal design makes her the best gym leader around.
Her slick blue design with her flowing cape is more than worthy of her position as Dragon gym leader.
The final challenge before the Johto Elite Four, Clair wont accept defeat... literally. Even after you beat her, this caped crusader will refuse to give you her badge, instead insisting you prove your worth by fetching a Dragon Fang from Dragon’s Den.
The Pokémon formula is more than a little stale by now, but even back in Gen II, gym leaders like Clair were at least trying to mix it up.
The only negative is that three out of four ‘mons being Dragonair isn’t the most inspired, but that’s counteracted by Kingdra. Because of its trade evolution mechanic, it’s quite rare to see one, but Clair’s is massively powerful with her clearly getting the best out of him.
The likes of Salamance, Gyarados, Garchomp and Druddigon give her some variety in future appearances too, so she gets a pass.
