From a game perspective, Fearow wasn't as weak you'd have expected but was still absolutely useless in regards to its moveset. In Pokémon the First Movie, a trainer actually dies while trying to cross the storm on one and, if we're being honest, it served them right.

In of itself, a Rattata has no redeeming qualities in either the games or the wider media. However, that whole Joey and his Top Percentage Rattata meme was pretty good so it's got a bit of mystique in that regard.
