Gunplay in the Dead Rising games, especially the first two, are definitely not strong points. Shooting them is bad enough, but taking on gun-wielding enemies is an exercise in frustration.

The main reason is that you have no means of defending yourself against them, as combat is focused on going on the offensive against the undead. Barring a clunky evasive roll manoeuvre, you had little choice but to take the shot [in the face].

Which is why the battle against Cletus the gun shop owner isn't a battle of skill or wits like other psychopaths are, it's more one of attrition.

That's because Cletus' shop is at the end of a corridor. A corridor that offers little in the way of protection or cover, which means you have to suck the hits in order to charge him and hop over his counter to give him a kicking.

Now, the more savvy of you may bring your own heat and try and get some shots in yourself. Which is fine, in practice. But try aiming when each shot knocks you out of aiming and you'll see how frustrating this is.
