It's not a "PS5 game" in the majority of respects, but Cyberpunk's release date matches that of the PS5 outside the US.
Coming November 19th, CDPR have already confirmed the game is backwards compatible on PS5, meaning thousands of new system owners will see their first "PS5 game" be Cyberpunk.
The devs have also mentioned that Cyberpunk is getting a next-gen overhaul at some point in 2021, assumedly updating textures and various quality of life improvements in the future.
For now though, the PS5's native architecture should boost things like load times from the PS4 version, giving you reason to play this "last gen" game on your new machine.
