No, the best bet is that the sequel/prequel will find itself going north of the Grizzlies, as the mountains present a convenient in-game barrier for the map. If the players wonder why we couldn't access the third game's map, Rockstar can chock it up to the mountains being impassible.
It seems pretty obvious that the Grizzlies are based on the Rocky Mountains. With that in mind, what great frontier city sits at the foothills of the Rockies?
