14. Billy Coen
With his only video game appearance being in Resident Evil 0, Billy Coen was a former soldier who was used as a scapegoat to cover up an atrocity. Now a death row inmate awaiting execution, he was able to escape his fate when his convoy was attacked while driving through the Arklay Mountains.
Soon after his grand escape, Billy would run into Rebecca Chambers. And while the pair didn't get on at first, they decide that joining forces would be better than venturing out alone.
Despite his crass introduction, Billy would become a more sympathetic character as his backstory was unveiled as the game went on. The result was the formation of a surprisingly touching friendship between him and Rebecca, with the S.T.A.R.S. newcomer going as far to grant Coen his freedom.
Coen's whereabouts are still a mystery within the series, meaning that it's possible he could reappear at any time.
