12. Barry Burton
Best known for the infamous "Jill sandwich" line, this former member of the S.T.A.R.S. Alpha squad has been a beloved part of the series ever since he appeared in the first game.
Despite being such an iconic part of the franchise, Barry never got the starring role he deserved until Revelations 2 (excluding his appearance in noncanonical spin-off title Resident Evil Gaiden).
In his quest to find his missing daughter, Barry is a large part of the heart behind Revelations 2's plot. Not only for his touching relationship with his daughter, but for the bond he forms with young Natalia, too.
In other words, Barry is a great guy who'd do anything for those he loves. And if there's one character who should return in the next game it's him.
