1. Leon S. Kennedy
Who else could it be? From his debut in Resident Evil 2, Leon practically became the face of the entire Resident Evil franchise. Instantly appealing in his first appearance, the rookie cop's inaugural day on the job found him battling against a city of zombies. He was the everyman players could relate to, completely in over his head yet gifted enough to take on the enormous task ahead of him.
While that made him compelling, it was his transformation between Resi 2 and his reappearance in Resident Evil 4 that cemented him as the series' best protagonist.
By this release, Leon had become a special operative skilled enough to be tasked with tracking down the President's daughter from presumed terrorists. His new position brought newfound confidence, and Leon essentially became a too-old-for-this-s**t veteran agent who dealt with life or death situations via quips and jokes. Put simply, he essentially became the Spider-Man of the Resi universe.
He lost a little bit of steam in the sixth game (but then, who came out of that unscathed?), but there's a reason he's been a constant part of the Resident Evil series both inside the games and out.
