3. Kingpin
The well-dressed, monstrously strong (for a run-of-the-mill human) crime overlord of New York City known as Wilson Fisk plays a crucially important role in Spider-Man's opening hours, not as a villain, per se, but rather, a catalyst for change.
Fisk is presented as the big bad of the game in Spider-Man's opening story mission, but it's a status that the corpulent mobster holds for all but a few minutes as he's swiftly defeated by Parker and paraded through the streets in handcuffs, much to the delight of onlookers.
This innocent act of justice on Spider-Man's behalf, however, causes a domino effect. With Fisk gone, there's nobody left to keep the New York underworld in check, leaving the door wide open for any and all aspiring megalomaniacs to take control.
Six of them, to be exact.
Whether or not Kingpin will spend the rest of Spider-Man's running time behind bars isn't clear, but for a man as resourceful and rich as Fisk, don't expect his incarceration to prohibit interference in the Big Apple's criminal affairs.
