The Mayor of New York and the mastermind behind Oscorp, Norman Osborn comes in to the game exactly how you'd expect him to.

Norman's role in Otto Octavius' origin makes both characters feel fresh and unique to the title, and his presence as a hurdle that Otto can't overcome, both physically and mentally, is a great motivator for the character's descent into villainy.

Norman is also very human and complex, with the game taking time to hint at the Green Goblin appearing in a later title, but also showing why he may do so with the presence of Harry.

Insomniac have done a great job of taking pre-existing characters and story elements and mixing them in fun and new ways to keep those in the know guessing, and Norman is a prime example of this.
