7. Silver Sable
Silver Sable and her mercenary outfit make travelling around New York more interesting in the later stages of the game.
Her mercs are much tougher to take on, and she herself is shown to be a match in a skirmish with Spider-Man. She's a tough, authoritative female character who isn't far off the vigilante label Spider-Man has.
Being hired by Mayor Osborn to restore order, she is an anti-hero that makes the world much more dangerous for the web-slinger, but also works well in collaboration with him towards the end of the game.
