13. Ninth Sister
Ninth Sister is easily Jedi: Fallen Order's biggest disappointment: after appearing briefly in the game's opening sequence, she isn't seen again until her brief showdown with Cal on Kashyyyk, and...that's about it.
Though the marketing suggested she would be a major underboss-type antagonist, between her silly voice and utter lack of personality, she's a damp squib of an over-designed, under-developed minor villain.
She does at least get the honour of being the game's character who, as is Star Wars tradition, loses a hand - courtesy of Cal's lightsaber - and the fact that she appears to survive the game's events at least suggests she could return for the sequel.
Still, she's more of a brutish cartoon than anything approaching a developed character, so it's hard to care much at all.
