Whilst Whomps aren't as iconic as their more popular cousin the Thwomp, an enemy that hovers in one place before crushing enemies that walk underneath them wouldn't exactly be rivetting to play as. Whomps are that but they can walk, because of this, they should get the spotlight in Super Mario Odyssey 2, sorry Thwomps, maybe next time.

Introduced in Super Mario 64, playing as a Whomp would work mostly as a power trip like the playable T-Rex was in the original game. When playing as a Whomp you would move slowly but would be able to crush any enemy who stands in your way.

Add some breakable ground that can only be smashed through as a Whomp and they would make for a great addition to the Super Mario Odyssey 2 cast.

Many variants of the Whomp do exist with one even making its way into Super Mario Odyssey as a non-capturable enemy called the Stairface Ogre. Since the first game established that you can't capture them it would make no sense for them to be added as playable enemies in the sequel. Super Mario Odyssey should probably stick to just making Whomps capturable.
