2. The Challenge
Difficulty is subjective, but in games like Skyrim, the difference between victory and defeat largely comes down not to individual skill or careful planning, but how many restorative items you're carrying on your person. Dragons, giants, Stormcloaks, Draugrs: it never really matters what size or shape your foe is. Keep hitting them until they die, chugging health potions whenever necessary, is usually the only prerequisite for winning any conflict.
The alternative? Well, replacing arbitrary difficulty (bloated health pools, ramped up damage), with a more natural-feeling difficulty curve wouldn't be a bad place to start.
Bethesda doesn't need to shoot for Dark Souls levels of tough, but there's more enjoyment to be gained from soundly defeating a Daedric minion utilizing grey matter and strategy as opposed to chipping away at a huge health bar for minutes at a time.
When all's said and done, though, there's only so much it can do up the challenge without overhauling combat...
