9. Lawyer
For the same reason that Paramedic's are important so are Lawyers and it is worth having one in your team even if you never directly play as them in any missions.
If you get arrested or find yourself in trouble with the Police, having a Lawyer to hand will reduce the time you have to wait to have access to the same character again. You are more likely to be injured then arrested, but if you come across a lawyer it is certainly worth recruiting one for this exact reason.
Depending on the lawyer you recruit they can also come with the ability to alert you when enemies are nearby if you do choose to go out in the open world with one of them.
