As the one thing that prevents you from creating a roster omission and finalising them with their finisher, you have to believe the motive is - again - business-related. Say you make someone like RVD, but there's no 'official' version of the Five-Star Frog Splash? Any fan who just simply wants the 'complete package' will throw up the cash to buy a licensed version of something they could already make - it's an impulse that's hard to describe, but something that 2K are almost surely aware they could exploit.
