6. Samoa Joe (88)
As in the case of Nakamura, this isn't so much a shade at Samoa Joe as it is at the way he's been presented to audiences throughout, well, almost the entirety of his WWE run.
There's no denying Joe's incredible in-ring abilities, but there's only so many times you can watch a man steamroll his way to a major marquee match only to come up short when it matters most.
On paper, Joe is indeed a "top guy," but his overall rep and brand is undeniably weakened by WWE's refusal to give him a top-tier title.
His standing in 2K games has been incredibly consistent over the years, holding 88 for the two prior titles, up from 87 in 2K17, so it's safe to assume his rating was more-or-less copy-pasted here.
He could be worthy of an 88 with the right program, but this isn't a rating he's truly been proven deserving of in several years.
