8. Luke Harper (78)

Luke Harper is one of WWE's most consistently under-appreciated talents, a deceptively skilled workhorse whose roughshod appearance belies the fact that he's one of the most technically gifted "big men" on the roster.

Though you can argue his rating has been harmed by WWE doing so little with him recently, watch any match featuring Harper and it's painfully clear he's deserving of a rating in the early-to-mid 80s.

With his unique in-ring presence and ability to work well with pretty much anyone, he's one of WWE's most undervalued talents, as evidenced no better than by his mediocre rating here.
