Loopholes all over the place here!
Again, it wouldn't be AEW's Dustin Rhodes in WWE 2K24. It'd be the character that helped turn him into one of the most controversial figures of the 1990s: Goldust. 2K might want to toy around with anything from 1997 onwards (maybe not the 'Artist Formerly Known As' era right enough...), but it'd be unreal to see a 1995/1996 original.
Dustin's brother Cody is the cover star for this year's game, and Dusty is even making a comeback himself. Not having Dustin in there as Goldust is a miss, but understandable due to his AEW ties. Surely they could work something out?
