For the 9 slot, it was a toss up between Max Payne and Dead to Rights, considering they are almost the exact same game. As great and underrated Dead to Rights may be, Max Payne just beats it out in gameplay and story and takes the entry on this list.

The story of Max Payne is that of neo-noir, as it follows a burnt out cop as he tries to avenge the murder of his family. The presentation style of Max Payne was one of its best features as it had comic book panels with a voice over by Max himself in place of cinematic cutscenes. The story featured corruption and murder, as is the neo-noir style. It also featured the now infamous nightmare levels that had you walking through a hallway maze and traversing a blood trail tightrope.

Max Payne was one of the first games to feature the bullet-time mechanic that had been popularized at the time by The Matrix. Bullet-time then became a staple of the series, going all the way into Max Payne 3 of 2012, and helped the game to stand out from others of the time.

Even with the nightmare-inducing nightmare section, Max Payne is one of those games that everyone should experience.
