Admiral Janeway brought her crew home. It may have taken far shorter than initially planned, but it was far longer than anyone would have liked - and there were casualties along the way. As the captain of the ship, she took responsibility for every life lost, no matter the reason.
She openly admitted to becoming a pragmatist with age, so her mission into the past was, in her view at least, the only option available. It broke every rule in the book when it came to the Temporal Prime Directive - surely there's a clause that screams 'please don't erase everyone's lives because you don't like the outcome of your own.'
However, like Harry before her, Janeway weighed the pros against the cons, and opted for a bit of Borg-icide along the way. In doing so, she managed to save many lives, Tuvok's mind, and dealt a crippling blow to Starfleet's greatest foe.
Her actions will be debated (by those in the know) for years to come, but the results speak for themselves. Whether she did the right thing or not, she did what she believed was best, and she got her ship home.
