7. Kandy Man
Creature design at its most shockingly literal. The Kandy Man made his debut in The Happiness Patrol, where he serves as the resident sadistic, homicidal maniac. And yes, the Kandy Man is made up of bits of candy. As a kid, this character always put me in the mind of what might have happened if Roald Dahl had gotten around to making a third, slightly darker Charlie and the Chocolate Factory novel. And honestly? I can't decide if this design is the dumbest thing I've ever heard or really quite brilliant in its simplicity. To be fair, that rather sums up Sylvester McCoy's run on the show as well.
