10 Doctor Who Characters That Should Return

2. Romana

Again, another example of a companion breaking the usual mould of how a companion is perceived. In many ways, Romana was like having a Female Doctor, before a Female Doctor was even a thing. She was very much just as brilliant, smart, witty, and heroic as The Doctor was. Honestly, her pairing with the Fourth Doctor was one of the best, with the two of them always feeling on equal grounds. It also felt refreshing that The Doctor was showing the wonders of the universe to one of his own people, thus desensitising her from the rudimentary, and duel ways of their society.

In the end, Romana refused to return home upon being recalled, and wanted to continue having a purpose out there in the universe, and so decided to remain in E-Space. Eventually, she returned to Gallifrey to become Lord President, which Big Finish explored within spin-off series, Gallifrey. I'm not too familiar with this range, but from what I've looked up it's clear Romana faced many trials. From maintaining order, to incriminating scandals, to her eventual departure as Lord President.

Romana then went on to work for the Celestial Intervention Agency, which is where she found herself facing perilous odds when trying to prevent the start of the Time War. In the end, history unravelled as it was intended, and the Time Lords were forced to go to war, with Romana edged into making even more difficult decisions in the name of victory (even consulting The Master for help on an important mission).

As of yet, we still don't know Romana's fate in the Time War. Perhaps Big Finish will shed some light on this come Gallifrey: Time War Volume 4. Either way, Romana is another character who would benefit from returning, and would help elevate the ongoing narrative. Perhaps she knew something of the Timeless Child deceit, having had access to the Matrix during her presidential years. It would add much to the ongoing discovery behind the Time Lord's origins, and corruption, and how their society could move forward should there be survivors like Romana.
