Yes, because even though the RAF's short-lived outer space division repel the Daleks, and Amy diffuses the bomb in Bracewell's chest, and London is saved from the Nazi bombing raids, the Daleks have resolutely succeeded in what they set out to do.

Victory of the Daleks is a long con by Skaro's finest to trick the Doctor into verifying their new and improved form. Everything the Ironsides do, from acting as loyal servants to the British Empire and ingratiating themselves with Winston Churchill is designed to trick the Doctor into verifying their existence.

It's the Doctor's testimony that the Ironsides are Daleks that triggers the progenitor, thus giving birth to their unforgettable multicoloured evolution. Everything else, from the Bracewell bomb to turning on every light in London is a distraction to allow the Daleks to escape and start spreading death and destruction across the cosmos.

Doctor Who's merchandising arm probably thought this glow-up was a bit of a victory for them too. Surely all the kids would take these big colourful Daleks to their hearts, buying bucketloads of merchandise and ensuring repeat appearances?

Yeah, not quite...
