All the setup and then none of the payoff. 

The final moments of season one indicate that Seven and Raffi are at the start of what might be a flourishing relationship, only for the second season to open with the news that it just didn't work out, and Seven had ended it.

Fan reaction wasn't against the union of the two characters, although the speed and way in which it was introduced came as something of a curveball that had not been even slightly suggested across the time they were together on La Sirena

By the time we reach the finale of season three, the relationship is firmly in the work category as Raffi takes on the role of executive officer on the Enterprise-G. For something that looked as though it was going to be explored over the course of the second season, this was dropped incredibly quickly, and on rewatches, it makes very little sense in the bigger scheme, coming across as more of a "good idea at the time".

Originally, it stemmed from the pair's excellent on-screen chemistry and was added late in the day. It was further explored in the audio drama No Man's Land, featuring both Jeri Ryan and Michelle Hurd, yet quietly removed from the series, supposedly having taken place in the gap between seasons one and two.
