Literally the best of the Iron Man MCU villains, it is a complete mystery as to why Justin Hammer has not made another appearance since 2013's All Hail to the King.
Hammer is what Tony Stark probably would have ended up being were he a little less smart and was never taken to that cave: a billionaire arms dealer that goes to the most nefarious of means to make sure that his company succeeds.
Because of this, as well as Sam Rockwell's excellent performance, the character is an incredibly enjoyable one to watch.
It's also why he has got to be brought back. The most sensible place to put him would likely be Falcon & Winter Soldier, but seeing him team-up or go up against Loki would be equally as enjoyable.
