Of all of the names on this list, Cheshire is one who would feel the most at home by slotting right into Arrow.

This is a character who is a popular villain of both Black Canary and Arsenal. Granted, Arsenal has now seemingly left Arrow for the time being - Colton Haynes will not be returning for Season 4 of Arrow - but Laurel Lance’s Black Canary is still around and ready for action.

Cheshire is an assassin-cum-terrorist who is an expert in hand-to-hand combat and even laces lots of her weapons in various types of poison.

Given how this is a character who has no superpowers and no otherworldly abilities, plus with the ties to Black Canary, you’d have to think that she would be a perfect fit for an appearance in Season 4 of Arrow.
