Tom Baker brought Doctor Who everywhere. People who were children during his run now know the Doctor as "the guy with the scarf". Tom Baker is really recognised by everyone who knows about Doctor Who or who was alive at the time his episodes were originally airing. As such, there is no doubt that the Fourth Doctor is the most well-known and most popular classic Doctor. He really made the show what it is today. If Doctor Who had never become popular to larger audiences in different countries, it would never have made it 51 years.
