If her character is based on the legend of Countess Elizabeth Bathory (also known as the first vampire), then she is using these children as a way of gaining eternal youth.

Bathory would murder young girls and bathe in their blood to preserve the whiteness of her skin, which made her look younger. But Gaga's countess isn't killing these kids, it looks like they're being possessed.
