5. Electrocutioner

The villainous Electrocutioner moniker is one that has been taken on by three people over the years, but the most relevant, at least when it comes to Green Arrow lore, is the third Electrocutioner, Lester Buchinsky.

During the Justice League: Cry for Justice arc, this version of the Electrocutioner set off a device that devastated and destroyed large parts of Star City. In the process, this killed Roy Harper’s daughter, meaning that Lester Buchinsky found himself firmly in the crosshairs of the Green Arrow family.

With several heroes tracking down Electrocutioner, it’s Oliver Queen who finds him and is about to kill him before Black Canary puts a stop to it. The rogue would get away temporarily, but would soon get found and beaten to near-death by Mia Dearden’s Speedy. Green Arrow turns out just in time to talk Speedy out of killing this no-good sort, and instead the villain was taken into custody.

Unfortunately for Electrocutioner, though, Roy Harper broke into jail and brutally murdered him despite the pleas of the Emerald Archer.

Given his rich, intense history with Green Arrow and his supporting characters, Electrocutioner seems like a natural fit when it comes to inserting comic book characters into Arrow.
