1. Zuko
There has and likely never will be another redemption ark that is even half as good as the utterly phenomenal journey that Prince Zuko goes on. This show truly captured an emotional and thought-provoking portrayal of self-discovery in a way that no other project has. Thanks to this, Zuko is not only the best character but one of the best elements of the show in general.
Prince Zuko has plenty of personality, and one of the most exciting things about his character is how although his motives change, his persona remains similar. He starts as a frustrated and short-tempered villain, yet after developing throughout two seasons and eventually joining Team Avatar for the third, he still emits a lot of his original traits.
Even when on the side of good, Zuko is stoic, intense and short-tempered, but now because he comes from a healthier mental/spiritual place, it comes across as far more endearing and complex.
Additionally, his character design and incredibly well animated Fire-Bending make the character wildly entertaining to watch no matter what stage he is in.
Zuko truly is the most developed and entertaining part of the show.
