Doctor Who: 10 Most Ludicrous Villains And Monsters

1. The Kandy Man - The Happiness Patrol (1988)

kandyman Even if the BBC had special effects on the same level as Avatar, the Kandy Man would still be a complete and total embarrassment. It's made of sweets, looks like Bertie Bassett, and kills people using sweets. Unless you're a liquorice addict on a strict diet or once had some kind of traumatic accident involving Liquorice Allsorts, there is no way in hell that the Kandy Man can scare you. It sort of fits with the setting (a planet where unhappiness is illegal) but it's still a step too far towards the ridiculous. Particularly since its voice sounds like a cyborg Joe Pasquale, its evil lair is called the Kandy Kitchen, and it has lines like "Impolite guests get to feel the back of my candy hand". Oh, and the Doctor manages to escape from it by gluing it to the floor with lemonade, and at the end of the story it is destroyed by a group of oppressed people dissolving it with the fondant it drowns people in. The Happiness Patrol was a protracted attack on Margaret Thatcher, and the Kandy Man was intended to be sinister and psychotic regardless of its appearance but the way it is presented makes it impossible to take seriously in any way, shape, or form. Especially since its form is mostly Liquorice Allsorts and marzipan. And when Bassett's accuse you of ripping off the design of your monster from their mascot, you know you've really hit a new low.
