Where better to start than at the very beginning?
A lot of folks, especially these days, don't like starting a show from the middle, and telling them that's when this or that show "gets good" will just repel them off of it like a bouncy ball against a steel wall. So when making a show it's best to have as good a first impression as you possibly can.
Rose is not the best premier episode of Doctor Who, but it IS the perfect way to introduce people to the wacky world of The Doctor. Choosing to center around Rose Tyler as she slowly uncovers the alien conspiracy of the week and crosses paths with The Doctor was a genius way to acclimate newbies to this insane universe.
I would explain why it's a great jumping on point for new fans, but the reasons why are right there: it is literally the most logical jumping on point, as it is the beginning of the show. The only reason it isn't at the top is because later premier episodes simply do it better. But we'll get into that in a bit.
