3. Toby Whithouse

Why He Should: It€™s not much of a stretch to say that Whithouse and Roberts are the two most similar writers on this list. Both writers enjoy their comedic escapades (Whithouse€™s Vampires of Venice is an extremely funny episode), but Whithouse has proven to be more adept at writing intriguing, psychological episodes. Series 6's The God Complex is a hugely underrated examination of the Doctor€™s psyche, and Series 7's A Town Called Mercy is an interesting, albeit tired presentation, of the Doctor€™s guilt over the Time War. Seeing an entire season planned out by Whithouse could be an extremely involving watch, and would fall in line with Moffat€™s more introspection-heavy Series 8. Why He Shouldn€™t: There really aren€™t many obvious downsides to Whithouse€™s selection. His continued involvement with the show makes his selection fairly likely. Why is he ranked third on this list? The next two selections would be less likely choices, but they€™d also be far more dynamic.
